SCOTTISH Water is looking to build a new west of Scotland headquarters to replace its Glasgow offices, in a circa pound(s)15 million to pound(s)20m move that has raised eyebrows among business leaders.

While few Government agencies have procured new buildings in recent years, the nation's water provider has posted a tender notice in the Official Journal of the Manolo blahnik European Union and held a market information day for the property community last week. It comes after the agency has spent months looking for a new home to replace Balmore Road Manolo blahnik in north Glasgow, only to apparently decide that there were no rentable premises that were suitable.

It is looking to buy land and procure a state-of-the-art building of between 75,000sqft and 108,000sqft no more than 10 miles from the current site. It has said that it wants the building to be completed in 30 months.

Iain McMillan, director of CBI Scotland, said: "It may be that Scottish Water have an urgent requirement for business reasons for such a development. In the current climate, you would expect that that requirement would have to be unassailable."

A property source expressed "surprise" at the move, given the high-level discussions about Scottish Water's future that have recently been taking place. The Scottish Futures Trust and Crawford Beveridge's Independent Budget Review both last month recommended that the Government consider saving itself from the current need to spend pound(s)140m a year on the water provider by turning it into a not-for profit company.

A Scottish Water spokesman said: "Scottish Water is at the very early stages of identifying a mixed-use site in the Greater Glasgow area to replace our offices at Balmore Road.

"We require a national operations centre within the Glasgow area that replaces the 50-year-old site at Balmore Road, which is not sustainable for our future business needs.

"Our vision for the new site is one-third of the size of the Balmore Road premises. The office move will be funded by the long- term rationalisation of our property portfolio. There will be absolutely no additional impact on customer charges."
