Hodgson apologises for cup hum

DEJECTED Roy Hodgson issued an apology to Liverpool supporters after they witnessed a Carling Cup humiliation last night.

The Anfield outfit suffered one of the most embarrassing defeats in their history when they were defeated in a penalty shoot-out at home by npower League Two strugglers Northampton Town.

David Ngog and Nathan Eccleston both missed from the spot to give Abdul Osman the chance to fire home in front of the Kop Spyder Jackets and give the visitors a famous third-round triumph.

A much-changed Liverpool had only forced penalties with an Ngog equaliser four minutes from the end of extra time after goals by Northampton duo Billy McKay and 18-year-old Michael Jacobs wiped out Milan Jovanovic's early opener.

And a hugely disappointed Hodgson could only say sorry to the home fans who turned up on a dismal, dreary night that will go down in the annals of Anfield infamy.

"It's a major setback for the club as a whole," said the Liverpool manager. "The Carling Cup is a competition we are capable of doing well in.

"It's one of many setbacks we are facing at the moment. It's a tough period to work and live through, but we will work and live through it and survive and get better. I'll learn an awful lot tonight about this defeat about an awful lot of people.

Spyder Jackets

"I can only congratulate Northampton and apologise to the fans who came here tonight. They expected us to win and so did we."

Hodgson added: "I didn't think we came anywhere near what I hoped to see from the team except in the last 15 minutes of extra time where we made a superb effort after going 2-1 down.

Spyder Jackets

"We were unlucky not to get a third goal as we had a grip on the game and they were tiring. When it goes to penalties and at home in front of the Kop you hope the players will have the composure and confidence to win on penalties. But we didn't."

Hodgson last night selected an entirely different starting line- up to the one that played against Manchester United on Sunday, and packed the bench with inexperienced teenagers.

Nevertheless, there were six full internationals on show for Livepool against a team ranked 69 places below them in the league ladder. And Hodgson said: "These players have to accept responsibility. I accept responsibility to change the team but I did do because I honestly thought the players had the ability to go and win the game. "They weren't and the obvious conclusion is that I should have played some of the players that played against United. The effort was there. We didn't lose because we were lethargic. But we didn't play well enough, we didn't pass the ball well enough. "We must all take our responsibility. I'm bitterly disappointed that the team I had faith in didn't repay that faith. These players will have to do Replica Franck Muller Watches a lot of work to get themselves back into favour.

"The fans know we took a risk by playing a totally different team. I don't think fans will see this game any different to the way I saw it. They won't be any more disappointed than I was. There's nothing I can say to make them feel better." Hodgson added: "You must give credit to Northampton. They were an experienced team and worked hard and they will go away feeling they have stolen nothing and they were worth their vic

THIS week is a very important week of celebration for South Wales and our business community.

The South Wales Chamber of Commerce Business Week is celebrating the success of businesses across Wales in categories which include Welsh Company of the Year, Achievement in International Business, Innovation in Technology, Go Green, Most Promising New Business and Entrepreneur of the Year.

The businesses who have entered range from micro to large businesses. Some are excelling by delivering conventional products or services using traditional business models.

Moncler Jackets

Others are excelling by developing highly innovative product or services or breaking into new markets.

Perhaps most interestingly, some are operating new business models which are socially innovative in their approach.

Moncler Jackets All of the businesses entered are adding value to our economy and each is a success in their own right whether or not they end up with the prize.

Business success is vital to the economic prosperity of our region. Successful private enterprise, working in tandem with the public and voluntary sectors, is essential and the entrepreneurial flair behind such enterprises should be recognised and rewarded.

Moncler Jackets

Successful business, however, is not just about economic prosperity and wealth generation. Most people want to be occupied in gainful employment and it is often fundamental to a feeling of well-being in our society. The wealth generated by businesses is intrinsic to a stable, happy and just society.

South Walians are well aware, as a result of our industrial history, of the importance of business and its impact on prosperity. Even the smallest of businesses can have a major impact on its local community, for good and bad.

Global businesses can sometimes be even more powerful than government as they transcend national boundaries. Many experts, for example, blame the world recession on the activities of American mortgage lenders in the sub-prime market.

Patek Philippe Watches

Businesses need to be innovative and respond to their environment and businesses can drive social innovation through their enterprise. Social innovation is an umbrella term used to describe sustainability, green economics, social responsibility, ethical behaviour and well-being. This is not an argument that business should not be profit driven.

It is about businesses behaving with responsibility and supporting both economic and social reform.

At the University of Glamorgan, the Business School's vision is to further grow its reputation for enterprise and social innovation as we feel it is important that we educate graduates to be enterprising and Patek Philippe Watches socially innovative in approach, whether they are going to work in South Wales or internationally, in the public, private or voluntary sectors, within organisations as intrapreneurs or as entrepreneurs running their own business. Business needs critical thinkers, problem solvers and people who have the leadership and management skills to make things happen.

I have had the honour of judging entrants to the Most Promising New Business category. It is difficult to pick out a winner as there were so many quality entries from different sectors. It was notable that several of the top-scoring entrants had adopted different aspects of soci

Mark Harrison and Paul Cardwell fraudulently sold advertising space to the tune of Au500,000 between them. Christian louboutin

Harrison, of Westwell Grove, Blackpool, dishonestly extracted cash from his victims in exchange for adverts on plasma screens in restaurants through his business Plas Tech Vision Ltd.

Christian louboutin

The 49-year-old then joined forces with one of his salesmen, Cardwell, to set up another business called Max Vision UK Limited which falsely sold advertising in semi-professional football club fixture planners.

After parting with thousands of pounds, the majority of clients discovered the advert they had paid for did not exist because venues did not have a plasma screen installed or had closed down.

A judge at Preston Crown Court said the men, Christian louboutin who ran the two firms from Lytham Road and Whitegate Drive in Blackpool, "prayed on the vulnerability of businesses".

Harrison and Cardwell, 45, of Linnet Close, Blackpool, both pleaded guilty to fraudulent trading.

The court was told Harrison was fraudulently trading through Plas Tech from October 2005 until May 2006.

Plas Tech received Au450,000 from clients, but only 10 plasma screens were installed.

Harrison and Cardwell then conned businesses out of Au100,000 from April 2006 until February 2007 through Max Vision.

This time they promised businesses advertising in football planners for clubs including Bolton and Halifax.

The Blackpool conmen targeted businesses across the UK including some in Newbury, Northampton, Chester and Newcastle.

Taxi firms, florists, gardeners and landscapers were among the victims.
When Harrison began operating Plas Tech Ltd in October 2004 he did "not intend Rolex watches to be dishonest".

Cardwell's defence said more of Max Vision's contracts were fulfilled than Plas Tech's.

But Judge Philip Butler told the defendants: "The offences to which you have pleaded guilty are serious offences.

"We live in a commercial nation and on a daily basis the public are entitled that businesses act in an honest and straight-forward fashion.

"At the outset you were not acting dishonestly but you became dishonest and fraudulent."

Harrison was handed Rolex watches a two and a half year prison sentence and is disqualified from being a company director until November 2020.

Cardwell was sent to jail for 16 months and cannot be a company Rolex watches director for eight years.

AUGUSTA -- One of the first major tasks for the city's new human resources director, Kristy Gould, is helping fill another key city position -- police chief.

Chanel

Police Chief Wayne McCamish will retire Dec. 17, after 37 years with the department.

Gould, of Gardiner, has a big role in a planned nationwide search for the city's next top cop. City Manager William Bridgeo said he, Gould and Assistant City Manager Ralph St. Pierre, will select the finalists for the police chief job.

Chanel

Gould started her city job on Monday.

She replaced Ellen Blair, of Brunswick, who left in July for a human resources position in Scarborough after 11 years in Augusta. "We're very, very sorry to see her go. She did terrific work here," Bridgeo said of Blair.

Seventy-three people applied for Blair's post, but Gould was not among them. Instead, Augusta officials recruited her away from a similar job with the city of Westbrook, at Blair's recommendation.

Chanel

"Ellen had worked with Kristy before and she recommended we reach out and try to recruit her, which is exactly what I did," Bridgeo said. "She lives in Gardiner with her husband and children, and this was an opportunity for her to advance her career much closer to home. We're delighted she decided to do that."

Bridgeo said Gould's skills, energy and enthusiasm mader her the unanimous pick of an independent review panel, and his top choice.

"I couldn't pass up an opportunity so close to home," Gould said. "Augusta is also another good-sized city and the people I talked to here really impressed me."

Prior to working in Westbrook, Gould was human resources director at Pine State Trading, which is based in Augusta and Hallowell. As the city's HR director, Gould will also direct HR for the Greater Augusta Utilities District.

She will make about $75,000 a year, Bridgeo said, about equal to Blair.

Bridgeo said he expects Gould to "marshal" the search for a new police chief so the city will have a replacement as soon as possible after McCamish retires.

"We'll need to get that recruitment going very quickly, so we can do a large search to get the best possible candidates to pick from," Gould said.

The police chief finalists selected by Gould, Bridgeo and St. NFL jerseys Pierre will undergo background checks, interviews, and review by an independent panel.

That panel will be overseen, Bridgeo said, by Don Gerrish, retired Brunswick town manager. Other members are expected to include: Gary Stenhouse, Derry, N.H. town administrator; Ed Googins, South Portland police chief and president of the Maine Chiefs of Police Association; Augusta resident Fernand LaRochelle, a retired prosecutor with the Attorney General's Office; and law enforcement representative in Maine recommended by a Teamsters NFL jerseys business agent to bring, according to Bridgeo, "a rank and file union perspective to the process."

auction The 'auction' was one of the highlights of Miners' Day in Redruth - a true story re-enacted for the benefit of the watching public.

The event began with a costume parade of miners and bal maidens up Fore Street.

At the miner's statue, about 70 people gathered for a short service led by the Rev Amanda Stevens.

She paid tribute to the men and women who worked underground in the 18th and 19th centuries, some of whom died there.

She remembered those who went overseas to mine copper and tin in far-off lands.

And she prayed for the safe return of the miners who are currently trapped underground in a mine in Chile. Miners' Day was organised by Redruth businessman John Hayward, who said: "I'm pleased with the way it has gone, but I would like to see more traders taking part. It's so cheap to get involved - you just need a mop hat and an apron if you're a female and a helmet and some overalls if you are male."

WOOSTER -- It takes two to have an auction, so when only one bidder showed up, the sale of the Liberty Street Commons building downtown was canceled.

The building, designed and managed by Washington Properties, was scheduled to be sold at auction Wednesday. However, curiousity seekers outnumbered bidders.

A small contingent showed up for the on-site auction, held by Bambeck Auctioneers Inc., out of Dover, but only one couple showed up with the intent of bidding on the property. They declined to comment on any potential deal for the property.

At the corner of East Liberty and North Buckeye streets, Liberty Street Commons is a 30,000-square-foot, mixed-use building with commercial and residential space. It was renovated for $4 million in 2001.

Developer Mike Rose, of Washington Properties, said while they were "disappointed" there weren't more bidders for the site, they will continue to operate it.

Audi goes in new direction wit

Audi is taking on the Mercedes CLS and BMW 5-Series GT with its biggest Sportback model yet, the A7, says Jez Spinks of Fairfax.

Spyder Jackets Spyder Jackets

Audi has continued its prolific model expansion with the launch of a new niche limousine, the A7.

The German car maker aims to have 42 models in its range by 2015, and the A7 - a coupe-style four-door that is a direct rival to BMW's 5-Series Gran Turismo and Mercedes-Benz's CLS - is the latest offspring of a fertile production line.

The A7 is effectively a hatchback version of the new A6 out next year and sits on the same next-generation under- pinnings.

Audi's biggest car remains the A8 limo, though the A7 still stretches the tape measure to nearly five metres while it's nearly two metres wide. The swoopy roofline, however, contributes to a height of just 1.42 metres.

Despite the tapering rear roof- line, taller passengers can sit in the back seat without feeling they've been packed in like a tin of sardines. Legroom is also decent.

There are only two rear seats - and two seatbelts. The middle seat is simply a leathered no man's land.

The company says the A7 combines the character of a coupe, the prestige of a sedan and the practicality of a wagon.

Next year's A6 Avant can be expected to carry a bigger load but the A7's Spyder Jackets hatchback opens to reveal a creditable 535 litres of boot space. It expands to a useful 1390 litres with the seats folded.

Options include a number of features from the A8 limo: 1300-watt Bang and Olufsen audio, head-up display, adaptive air suspension, rear sport differential and LED headlights.

The front seats are also available with ventilation and massaging function.

Another technology debut for an Audi is an automatic parallel parking system, which will also sit on the options list.

Breitling Fake

The A7 has been launched with four Breitling Fake engines initially - all V6s. Entry to the range is a 2.8-litre FSI, with the other petrol a 3.0- litre FSI. There are 3.0-litre TDI turbo diesel twins, with the 150kW version delivering consumption of just 5.3l/100km in a front- wheel- drive A7.

Front-drive A7s match their engines with a "multitronic" continuously variable transmission (CVT), while all-wheel-drive models get a seven-speed dual- clutch auto.

Quattro A7s are also available with a sports rear differential that will divide torque between the rear wheels for improved cornering stability.

Breitling Fake

At least one high-performance variant of the A7 is expected, with an S7 likely and an RS7 also rumoured. Speculation says the S7 and RS7 will be powered by a twin-turbocharged 4-litre V8 - producing 294kW and 405kW respectively.

The next-generation RS6 would also be expected to adopt the 405kW engine, with Audi ditching the Lamborghini- sourced 426kW V10.

Audit official's deal was stru

Byline: MARTIN SHIPTON

A DEAL triggering pension payments worth more than pounds 600,000 to a senior public official was struck on the very first day he qualified for early retirement, we can reveal.

Anthony Snow left his role as chief operating officer with the Wales Audit Office (WAO) on June 15, 2009. Two days earlier, on Saturday, June 13, he celebrated his 50th birthday. If Mr Snow's departure had taken place on Friday, June 12, when he was still 49, he would Tory burch not have been entitled under the Civil Service Compensation Scheme to future pension contributions amounting to pounds 618,654.

Last night politicians expressed extreme concern about the new revelation. Mr Snow's severance package, which altogether totalled more than pounds 750,000, was authorised personally by Jeremy Colman, the former Tory burch Auditor General.

Mr Colman, who resigned his post in February and is awaiting trial on a number of charges relating to the possession of indecent images on his computer, did not consult senior colleagues about the pay-off to Mr Snow, it has been confirmed.

Asked to confirm a suggestion made to the Western Mail that Mr Snow's severance package was finalised two days after his 50th birthday, a spokeswoman for the WAO said: "We have considered this issue as part of our ongoing Due Diligence Review looking into Jeremy Colman's conduct while in office.

"According to our records, Anthony Snow's birthday is June 13, 1959. The agreement is dated 15 June, 2009.

"We have found no evidence to date that Jeremy Colman delayed authorising Anthony Snow's severance package until his 50th birthday."

Less than two months after leaving the WAO, Mr Snow was appointed chief operating officer at the Financial Reporting Council in London.

Last night Conservative AM Jonathan Morgan, who chairs the National Assembly's public accounts committee, said: "The timing of the deal is a matter of concern and we shall be asking the new Auditor General questions about this when he appears before the committee on October 7."

Former Finance Minister Andrew Davies said: "I will be writing to the chair of the public accounts committee expressing my grave concern at what has happened and calling for a full investigation of the circumstances which led to Mr Snow's departure on such extremely generous terms. A further matter of great concern is that as air jordan the law stands the Auditor General is effectively answerable to no-one but himself. " Plaid Cymru AM Leanne Wood, whose Freedom of Information Act request first revealed the scale of Mr Snow's pay-off, said: "I would be interested to know if what happened with Mr Snow were to be replicated in any other public body in Wales, what would the WAO's verdict be? "Sorting out the governance and making sure this sort of thing cannot happen again has to be an Assembly priority."

An Assembly Government spokeswoman said: "We are unable to comment on the redundancy package of a former employee of the Wales Audit Office as this is not a matter for the Assembly Government.

"Early severance and early retirement exits for staff employed by the Welsh air jordan Assembly Government are handled in accordance with the Civil Service Compensation Scheme.

"Although the guide suggests that this only applies until March 31, this h

Attorney general candidates vi

DAYTON -- After losing re-election to the U.S. Senate in 2006, Republican Mike DeWine is trying to stage a political comeback this year as state attorney general.

He charges that Democrat incumbent Attorney General Richard Cor- dray hasn't moved fast enough to improve DNA testing at the state crime lab, took too long to join a public corruption probe in Cuyahoga County and wrongly decided to not join a lawsuit to block the federal health care reform law.

Cordray, who is serving the remainder of Marc Dann's term, dismissed the criticism and said the attorney general's office is back on track and needs continuity of leadership right now.

Moncler Jackets

The two lawyers met Thursday with the Dayton Daily News editorial board for more than an hour.

DeWine said the state's crime labs, which process evidence samples for law enforcement agencies, is inefficient compared with local or regional labs such as the Miami Valley Regional Crime Lab. He acknowledged that Cor-dray inherited a backlog of work but alleged that the incumbent is "nibbling at the edges" rather than making real headway.

Cordray had a different interpretation. The turn around time for processing crime scene samples dropped from 100 days to 71 days and recently added robotic equipment is expected to further cut turn around times, he said.

The state labs, located in London, Bowling Green and Richfield, receive more than 3,000 DNA evidence samples a year, plus other crime scene evidence.

Moncler Jackets

Cordray, who took office in January 2009, said he joined the public Moncler Jackets corruption probe in Cleveland, which is controlled by the U.S. Department of Justice, when his administration was invited in September 2009. State law generally limits when the attorney general can get involved criminal cases unless he is invited by local law enforcement or the governor.

Cordray said his office is taking a piece of the investigation that the federal authorities were not likely to grab: Fake Jacob & Co Watches the allegation that the county auditor's office may have rigged property valuations in exchange for favors or bribes.

Twenty states joined a lawsuit to seeking an injunction against Fake Jacob & Co Watches the implementation of President Obama's health care reform act on the grounds that it violates the U.S. Constitution. Cordray, who clerked for two U.S. Supreme Court justices and argued seven cases before the high court, decided the constitutional arguments were weak and didn't Fake Jacob & Co Watches merit Ohio's involvement.

DeWine disagrees and sees it as a good case for Ohio to join.

Cordray defended his decision to hire criminal defense attorney Dennis Lieberman, the former Montgomery County Democratic Party chairman, to act as local counsel on a class action securities fraud case against Bank of America, saying that Lieberman is "a pretty great lawyer."

Lieberman is working with two national securities fraud law firms on a contingency basis. They won't get paid unless they win or get a settlement.

But Cordray said if the state prevails, the Bank of America case could result in a higher amount than the AIG case, which brought a $1 billion settlement.

Auction ends early because of

An absolute auction held Sept. 18 at Smith Mountain Lake ended prematurely as opening and closing bids continued to decline and the crowd dispersed from about 100 to a handful.

Yves Saint Laurent

Bill Walker, owner and president of Walker Commercial Real Estate Services, which was handling the auction, ended the sale when there still were eight properties on the block.

Although some left frustrated Yves Saint Laurent and confused, auction companies and property owners legally reserve the right to end an auction at any time.

"The prices were getting too low," said Walker.

Greg Venning of Venning & Company Developers, a Glade Hill-based builder and contractor and owner of the 24 properties on the auction block, said it appeared there were not going to be more buyers toward the end, because no one was bidding on the final properties.

Overall, Venning called the auction a success and said he was glad he took the risk.

"It could have been better, but it could have been worse," he said. "We got our budget and we still have properties to sell."

Yves Saint Laurent

Venning said he was hoping to make about 30 percent of the tax- assessed value of $3.4 million worth of properties on the auction block. The total sales, just above $1 million, came to about 29 percent of that. However, the properties that did sell were assessed at about $2.85 million, so the sale resulted in a profit of approximately 34 percent.

"Some of them went for much higher than we expected and some went for much lower," said Venning.

Three properties sold for 60 to 72 percent of the tax-assessed value. The remaining sold between 11.3 and 40 percent of the assessed value.

Brian and Laura Sprouse of Lynchburg purchased their property early in the auction and were pleased with the price they paid. The 1.3-acre lot in Waterford was assessed at $320,000. The Rolex watches Sprouses entered the top bid at $90,000 or 28 percent of the Rolex watches assessed value.

"We're still in shock," said Brian Sprouse. "We didn't know what to expect."

The 30-somethings had set their sights on a Waterford lot, but had set their maximum price at $80,000. Brian Sprouse said they decided $90,000 was close enough for the lot that had 313 feet of waterfront.

Laura Sprouse said they were attracted to Waterford because of its proximity to Hales Ford Bridge and area shopping. It's also two coves over from friends who live at the lake.

Brian Sprouse Rolex watches said their long-term plan is to build a house on the lot and move to the lake permanently. In the short-term, they'll build a dock and use the lake for recreation.

Venning said he plans to use the proceeds from the sale, in part, to help him launch a new career as a Christian songwriter.

"I've got my first CD coming out soon," he said. "That's what my passion is now."

ATS used church hall as hostel

A RECENT picture of the Church of the Martyrs Hall in the Leicester Mercury brought back many memories for Eileen Chambers, nee Hibbert, who lived Salvatore Ferragamo next door to the hall as a youngster and took part in many activities there.

She remembers that it was taken over by the ATS during the Second World War for use as a hostel and the large upstairs concert hall formed a dormitory for the servicewomen stationed there.

Economists expect modest CPI i

INFLATION may have edged slightly higher in August compared to July due to the festive season, economists said.

Manolo blahnik Although inflationary pressures are expected to increase in months ahead with higher global food prices, they expect forthcoming increases in the Consumer Price Index (CPI), the barometer used to measure inflationary pressures on various baskets, to be modest.

A Business Times poll expects the Manolo blahnik CPI to post an average growth of 2.08 per cent year-on-year.

The Statistics Department will release the details today.

DBS Bank economist Irvin Seah said festive season rise in food prices as well as upward adjustments in fuel prices are the key reasons behind the slightly higher inflation figure.

"Nonetheless, inflation is expected to rise only gradually in the coming months due to a lack of strong external inflationary pressure as well as a strong currency," Seah said.

Citi said Manolo blahnik the inflation readings partly reflects the lagged impact of subsidy cuts in July, and also higher food prices globally.

With the output gap near zero, there are few signs of demand- pull inflationary pressures, with CPI inflation ex-food and transport prices expected to stay tame, said economist Kit Wei Zheng.

dkny leather watch

Aside from the subsidy reduction for sugar, petrol and cooking gas effective July 15, the prices of other components of CPI can be expected to to remain in check, said TA Research economist Patricia Oh.

The tobacco segment particularly, Oh said, will experience a cess tax of 0.5 sen per stick paid to National Kenaf and Tobacco board effective September 1. There could also be a rise in excise duty on tobacco during the upcoming budget announcement on October 15.

However, the cess tax and excise duties on tobacco will contribute marginally towards the overall price increases considering dkny leather watch that the alcoholic beverages and tobacco segment accounts for only 1.9 per cent of the total CPI, she said.

Kit said another round of subsidy cuts in December and January is possible, although political considerations suggest that such a move may be modest.

Seah expects external economic conditions to start brightening again and domestic demand to be resilient, causing inflation to rise towards an average of 2.4 per cent in 2011.

He expects the central bank to take a wait-and-see approach for the rest of dkny leather watch the year before reinitiating its hiking cycle from early 2011 onwards.

NEWARK, N.J., Sept. 23 /PRNewswire/ -- Economic improvements in the U.S. and Europe are sparking strong gains in U.S. containerized imports and exports, reports PIERS, the standard in trade intelligence. Economy almost becalmed but so

SOME Wellington manufacturers are "far too busy" and growing internationally, despite the economy almost standing still, up just 0.2 per cent in the June quarter.

The economy barely grew in the June quarter after a 4 per cent slump in manufacturing offset the biggest rise in construction for almost seven years. The biggest fall was in the manufacturing of food, with the impact Replica gucci of the Northland drought on slaughter numbers and milk production.

Household spending was soft as people saved more and repaid debt, especially spending less on phone calls, while there was also a huge rundown in business inventories. The bright spot was a rise in business investment.

The overall result was well down on economists' expectations of growth of about 0.8 per cent.

Berl chief economist Ganesh Nana said the central bank made a mistake putting up rates from 2.5 per cent to 3 per cent earlier this year. "Clearly, the economy is not recovering as well as planned," he said, adding that people should not assume a rapid return to business as usual, with the official interest rate expected to be on hold until March.

Infometrics managing director Gareth Kiernan said the GDP figures were "surprisingly bad", especially a rundown in stock levels, considering other indicators in recent times. "But it does back up why people feel things are still not that flash."

Nationally, manufacturing has been on a long-term slide, down about 18 per cent on 2005.

However, Lower Hutt fire engine maker Fraser Engineering says it is booming. "We are far too busy for a recession - we Replica gucci are in rapid growth mode," said general manager Martin Simpson.

The company makes about 60 fire engines a year, each worth an average of $500,000, and up to $1.2 million. It has about 90 staff and a target of 100 units in the next year. Most of the engines are sold in New Zealand, with the balance going to Australia. But it aims to export worldwide. "We are looking to be a $1 billion company, not a $100m-a-year company," Mr Simpson said. The Australian economy was growing so fast it needed "hundreds of fire engines just to keep up".

Economy might boom like Napier

Canterbury gross domestic product is likely to plummet 2.1 per cent in the September quarter, because of the 7.1 earthquake, an economist says, but the rebuild could lead to a boom.

The 1931 Napier earthquake provides some historical context to a recovery from the September 4 quake, in the view of Westpac senior economist Dominick Stephens.

Economists have worked with Treasury's estimate of the cost of the disruptive earthquake being $4 billion, or 2.1 per cent of gross domestic product.

That total is made up of $2b of land, property and contents; $1b for commercial and industrial property damage and $1b for council and government infrastructure.

Stephens said the impact of the earthquake on economic activity would reduce Canterbury's GDP by 2.1 per cent in the September quarter. Nationally GDP would be down 0.3 per cent in the quarter.

But there would be a positive impact in the December quarter and in 2011.

The context of the Napier 7.8 magnitude quake recovery - which stimulated the region and the city's reorganisation - was an important historical starting point, Stephens said.

That quake occurred amid the Great Depression and falling employment, wages and output nationally. Subsequently, the Napier region experienced a massive boom in economic activity and rising wages, though it was two years before the nationwide depression ended.

In terms of Canterbury's estimated $4b earthquake cost, about $2.2b of the "gross output" to cover that cost would be imported (for example via international reinsurance).

The other $1.8b of gross output would be added to GDP. Using a usual multiplier factor of 2.3, this would be an addition to economic activity of $4.1b, equating to 14 per cent of Canterbury's annual GDP or 2.2 per cent of national GDP.

Economic activity would be elevated through 2011 and taper off later.

"We also expect to see quite a substantial relocation of resources within New Zealand. Some work in the rest of New Zealand is going to be displaced, put on hold while work goes on in Canterbury," Stephens said.

With 2500-5000 households displaced there would be upward pressure on rents and possibly even a short-term upwards pressure on house prices in the Canterbury region.

UBS New Zealand senior economist Robin Clements said the Reserve Bank and others had rightly pointed out Canterbury's capital stock or wealth had been eroded.

Forecasts that Canterbury and New Zealand GDP would grow from the fourth quarter did not take into account the fact of that capital loss, Clements said.

"I think (Reserve Bank governor) Dr Bollard sort of said that if natural disasters were good for New Zealand, I'd be out promoting them. The benefit or the silver lining comes simply because you've got to rebuild it - that's what GDP measures."
